Evergreen continues to talk with SAWS

PLEASANTON — Negotiations over a possible agreement with the San Antonio Water System are continuing, so the board of the Evergreen district voted Thursday to table the issue of southern-Bexar annexation for another 30 days.

The board voted unanimously after holding a 55-minute executive session for a conference call with its Austin attorney.

"There’s progress," Evergreen General Manager Mike Mahoney said later of discussions with SAWS officials.

Last month, the Evergreen Underground Water Conservation District received a proposal for an interlocal agreement with SAWS concerning its Carrizo Aquifer storage and production project in southern Bexar and its possible effects on wells nearby in Atascosa and Wilson counties.

The Evergreen district comprises those two plus Karnes and Frio counties.

Its board authorized a counter-offer to SAWS, and put the issue of annexation on hold (July 31 Wilson County News).

If SAWS agrees to the Evergreen’s proposal, it could lead to a broader agreement on the management of the Carrizo in southern Bexar County, as well as its monitoring from wells in southern Bexar and northern Atascosa and Wilson counties.

The Evergreen’s annexation into southern Bexar County narrowly failed in a May election. However, another election is possible.

The board has not yet formally accepted a fresh set of petitions and (redrawn) annexational map submitted in June by a group of southern-Bexar residents.

If the Evergreen board still chose to formally accept the petitions and hold another election, the next available election date would be in February, according to previous discussions.
